March 2026 Funding Trend Report

March federal grant activity shifted away from broad budget anxiety and toward a more targeted, opportunity specific landscape. Agencies continued releasing narrower grants tied to transportation accessibility, utility modernization, housing stabilization, water infrastructure, and justice system operations. At the same time, the DHS federal funding bill remains paused, which continues to create uncertainty for applicants waiting on DHS linked programs. Until that bill is finalized, agencies under DHS continue operating with short term funding constraints that can delay new notices, slow award timing, and compress application windows once programs are released.

Another clear trend in March was the strength of funding aimed at modernizing public systems rather than simply expanding services. Recent opportunities focused on upgrading aging gas distribution systems, improving rail station accessibility, addressing distressed public housing capital needs, strengthening water storage capacity, and supporting specialized court models. This suggests agencies are still investing in community facing work, but many of the strongest opportunities are centered on infrastructure condition, safety upgrades, regulatory compliance, and long term system resilience. Applicants may be better positioned when they frame projects around risk reduction, operational continuity, and measurable public benefit rather than broader community impact language alone.

March also showed that the federal pipeline is becoming more diversified, especially for local governments and public sector partners. Alongside major infrastructure and modernization grants, agencies opened or advanced funding for justice assistance, treatment courts, environmental capacity-building, and public asset improvement. The result is not a slowdown, but a more fragmented funding environment where success depends on tracking agency specific releases closely and keeping multiple project types ready to submit. For grant seekers, the message is clear: while DHS delays are still affecting parts of the public safety landscape, the broader federal market remains active for communities prepared to move quickly on specialized opportunities.


Key Federal & State Funding Developments

• USDOT/FTA’s All Stations Accessibility Program (ASAP) emerged as a major transportation accessibility opportunity. The program supports capital improvements that make legacy rail fixed-guideway transit systems more accessible for people with disabilities. This is a significant opening for transit agencies and public entities that need to address long-standing ADA and station-access barriers through construction-focused upgrades rather than planning alone.

• PHMSA’s Natural Gas Distribution Infrastructure Safety and Modernization (NGDISM) Grant Program added a strong infrastructure and utility modernization opportunity. This program supports municipally or community-owned utilities in repairing, rehabilitating, or replacing aging gas distribution systems and in acquiring equipment that reduces incidents and safety risks. • The Bureau of Reclamation’s Small Surface Water and Groundwater Storage Projects competition highlighted continued federal interest in water reliability and storage capacity. This opportunity supports projects that increase water storage or improve the movement of water to and from storage systems, offering a meaningful path for eligible applicants addressing drought resilience, water management, and long-term supply constraints.

• DOJ continued to release specialized court-related funding rather than only traditional enforcement grants. Recent openings included the Veterans Treatment Court Program and the Family Treatment Court Program, both of which support court models that connect justice-involved populations to treatment, recovery services, and long-term stabilization. This reinforces a broader trend toward problem-solving court investments and justice-system models that integrate treatment and supervision.

• EPA’s Region 9 Wetland Program Development Grants reflected continued federal support for environmental capacity-building at the state, tribal, and local level. Although narrower than some national competitions, this type of opportunity signals that federal environmental funding remains active for communities and agencies working on restoration, wetland protection, monitoring, and regulatory program development.

• The larger trend for March is diversification, not contraction. Federal agencies continue to fund local implementation, but many opportunities are now arriving through narrower, mission-specific competitions.
