February 2026 Funding Trends
Federal grant seekers entered late February and early March in a more stable funding environment than manyanticipated, though the process is increasingly compliance-driven and timing-sensitive. Congress haslargely preservedfunding across health, housing, emergency preparedness, and local government support, even as the administration has increased oversight of discretionary grants and aligned funding more closely with federal priorities. Agencies are now applying stronger review of grant announcements and awards, placing greater emphasis on mission alignment, measurable outcomes, operational readiness, and clear, implementation-focused narratives.
While some reductions were proposed in the FY26 budget, many were not enacted. The administration proposedeliminatingHUD’s Community Development Fund (CDBG) and Section 108 programs and restructuring Housing Choice Vouchers, but Congressultimately rejectedthe deeper housing cuts and increased rentalassistancefunding. Housing and community development programsremainpolitically debated but continue tooperate. USDA’s Community Facilities programremainsactive,howeverthrough loans and loan guarantees,maintainingan important funding path for rural public safety buildings, fire stations, and community infrastructure.
Public safety funding alsoremainslargely intact, though timing for some programs is still developing. FEMA has not yet released the FY26 Assistance to Firefighters Grant AFG or SAFER application cycles, meaning departments should prepare now whilemonitoringannouncements closely. At the same time, several opportunities are currently open, including DOJ’s BJA VALOR Initiative supporting officer safety and wellness and the BJA Public Safety and Mental Health Initiative addressing behavioral health and crisis response. Overall, the FY26 environmentremainsactive but requires applicants to closely track program guidance and align proposals with federal priorities around preparedness, coordination, and measurable public benefit.
Key Federal & State Funding Developments
•USDOT FY26 BUILDGrantsremainedone of February’s biggest local-government opportunities for roadway and transportation infrastructure. The FY26 BUILD NOFO made at least$1.5 billionavailable for planning and capital projects with significant local or regional impact, including roads, bridges, complete streets, freight mobility, and multimodal infrastructure. Eligible applicants included units of local government, public agencies, transit agencies, port authorities, tribes, and multijurisdictional groups, applicationsweredue February 24, 2026.
•USDOT/MARAD’s FY26 Port Infrastructure Development Program (PIDP)opened for local governments and port-related public entities. The program offers $450 million for port modernization, freight movement, safety, and resilience projects. Eligible applicants include city, county, and special district governments, port authorities, tribes,and other public entities with transportation functions, with applications due March 13, 2026.
•EPA’s FY26 Brownfields Assessment Coalition Grantsgave local governments a live February opportunity tied to site redevelopment and infrastructure readiness. EPA announced $58.7 million for coalition-based assessment work, including inventories, site assessments, cleanup planning, and reuse planning that can help communities tee up future housing, economic development, and public facility projects. The opportunity remained open through February 27, 2026.
•DOJ/BJA FY25 Public Safety and Mental Health Initiativecreatinga timelyFebruary opportunity for crisis-response andbehavioral-healthpartnerships. The program is open to states, tribes, and other units of local government, and supports responses at the intersection of public safety, mental health, homelessness, and substance use. Applications are due March 30, 2026, making this one of the most relevant open opportunities for local governments building co-responder, diversion, or treatment-linked public safety models.
•CDC/ONDCP’s FY26 CARA Local Drug Crises Grantsadded anotherMarchopening for community-based prevention and wellness work. Updated February 19, 2026, this opportunity supports efforts to prevent and reduce opioid, methamphetamine, and prescription drug misuse among youth, and eligibility includes city, county, and special district governments as part of qualifying coalitions. This is a useful fit for local governments working with schools, public health partners, andpreventioncoalitions on substance-use response.
•Congressionally Directed Spendingrequests are now open through many U.S. Senate offices for theFY2027 appropriations cycle,and in practice this means state and local governments, nonprofits, and other eligible public-serving entities should checkboth of their Senators’ websitesforstate-specific submission forms and deadlines. The Senate Appropriations Committee continues to publish member request information, and individual Senate offices are already posting their own FY27 application windows and deadlines, which vary by office.
